The 2022 State Budget proposal for the health area presents two common characteristics to all budgets presented by the XXI and XXII Constitutional Governments: substantial increase in expenditure and maintenance of the same problems throughout these years (2016 to 2022).

In fact, and contrary to the PSD/CDS cycle (2010/2015), in which there was a cut in expenses of around 825 million euros, and which substantially worsened the problems of access and health of the Portuguese, the PS governments promoted a growth in public expenditure of around 3.3 billion euros (2016 to 2021), together with an attempt to recover indicators prior to 2010, regarding the use of public services.

For 2022, this trend is confirmed, with the expectation of a consolidated expenditure of 13.6 billion euros, 7.8% higher than what is expected to be achieved by the end of this year.

Despite this government’s willingness to increase public spending on health, the problems remain relatively immovable throughout this new political cycle, as can be easily seen in the analysis of the 2022 budget proposal.

Mental Health or on long-term care, seem to be themes removed on chemical paper from previous versions of approved budgets. This could mean logical persistence in a moving multi-year plan, but unfortunately, in some cases, it means that little or nothing has been done on some important topics.

We have to recognize that government partners in this budget approval process are very focused on promoting expenditure and employability and safety at work and little or nothing linked to issues of efficiency and quality of services, which often requires changes sensitive in the operating models.
